He is watching me?

Why would a man stare at a woman and watch her wherever she goes untill she really notices that although they don't have a real contact to each other or they even have so many disagreements and even had some quarrels with each other. Is watching and staring at a woman a sign of interest.?? I'm talking about normal women with 2eyes, 2 ears and one nose and not women from mars, of course!!!
